Negotiations between Libyan rebel forces under the banner of the National Transition Council (NTC) and supporters of Muammar Gaddafi in the city of Bani Walid deadlocked. Thus, a city which became the basis pro-Gaddafi at the risk being attacked at any time after they refused to surrender.
